whats the composition? obviously needs a good drying inside. Looks like the water got in, froze and expanded. I'd take the whole rudder down to the fibreglass and repair with fibreglass. It needs to be pressed to close the crack and I'd use fibreglass resin on the crack when I clamp it. then fibreglass over the crack vertically and horizontally.Cover that with bondoglass, fare that and then the fine fareing then interprotect 2000. Then your finish.
